“To End a Civil War: Norway’s Peace Engagement in Sri Lanka” by Mark Salter – Panel Discussion

Ahead of the panel discussion on the book ‘To End a Civil War’ it’s author Mark Salter briefly introduced the book and its major arguments. N Ram praised the book as ‘Not opinioned, meticulous documenting and elegantly written’. Chairing the session, Gopalkrishna Gandhi posed few engaging questions on the Norwegian peace engagement in Srilanka to its panelists – (1) did Norwegian intervention bring peace or did peace come on a different cloud? (2) Can the state and non- state actors (Liberation Tigers of Tamil Eelam here) be treated equally in a peace negotiation? It was a fierce and engaging discussion, though differing on their stand points, with Erik Solheim and N Ram passionately talking from their personal experiences.
